The Return from the Surface of the Planet Mars: Cargo Missions
The problem here is that the Payload of the Launch Vehicle will be the same, if all things, alike, are the same. Weather will not be an issue for the Mission Control Team as they look to launch the vehicle.
The Weight of the Payload, is always the same. Things that can improve are the use of the boosters. When the Rocket launches if the Boosters can accelerate the speed of the Rocket, like in Aeronautical writings, speed or velocity earned is saved when the need for fuel in the Payload is reduced. Only after the altitude has been obtained and the speed has been verified. This will increase the amount of the Payload that can be sent back to The Planet Earth.
It is possible that the use of the Delta II Rocket could be revived for use on The Planet Mars, if only to increase the amount of cargo to be returned to The Planet Earth. Although a vision in the future, if that means profits in the Companies that import the products, those decisions made now are greater profits in the future.
There is one thing that is certain. We know that decisions and changes to things will happen when it is the opportunity for those who make the money to improve the decisions that are made, at this time.
*Note that this statement above is about Cargo. That Unmanned Missions will see the edges of there performance change in the use of the Rockets.
